Usage: ON [#|+|-|^|&|@]SEND_DCC_CHAT [-|^]<parameters> [action]
This is activated whenever you send a DMSG to someone else.
The parameters for the action are as follows:
$0 nickname of person to whom you sent the DMSG
$1- The message itself
